A position being on hold mean they are not accepting any new submissions, however the job is not officially filled or closed.

A position could go on hold for a variety of reasons. It may have reached its maximum number of applicants at a given time, the hiring manager may be out of office, or there is further clarification needed about the position. Sometimes we see the position reopen, while other times, applicants are hired from the candidate pool already submitted.
